How Google Ads offline conversion uploads changed in 2026

On June 15, 2026, Google closed its old route for new integrations that send sales back to ads. If your sales close in a booking system, a CRM or a store, the way Google learns about them has moved.

Where offline conversions usually break

Figure 1. The upload can only send what the sales system kept. The click ID is most often lost at the hand-off to a booking tool or checkout on another domain.

In short

  • New offline uploads now go through the Data Manager API. The Google Ads API only serves integrations that were already sending.1
  • Google calls plain click-ID uploads "legacy" and recommends enhanced conversions for leads, which adds hashed email or phone.6
  • That recommendation stops at health: conversions tied to purchases of medical services can't be used in enhanced conversions.5
  • Google flags a dead upload only after 28 days of silence, so a break can run for a month.8

Most uploads fail before they start

Every offline upload needs something Google can match. Usually that's the click ID, a string Google adds to the landing-page address when someone clicks an ad. Google keeps it for 90 days.7

The weak link is rarely the upload. It's the hand-off. Booking tools and checkouts often sit on another domain or inside a frame, and the click ID gets left behind. Our research on booking systems found none that documents keeping it.

No upload can repair a sale that was recorded without its click.

Seven changes in eleven months

None of these was dramatic alone. The Data Manager API became generally available in December 2025.2 New API users lost session attributes and IP address in February,9 and developer tokens ended in September.10 Together they replaced the plumbing most offline uploads ran on.

The new route rejects whole batches

The Data Manager API fails fast. If one event in a request is invalid, Google rejects the entire request.3 The old API kept the good rows. One malformed phone number can now stop a day's upload.

A success response only means Google accepted the data. Google suggests checking processing status about 30 minutes later.4 Uploads also have to go to the account that owns the conversion action.3 For a business with one ad account per location, every row needs the right account, and that mapping is easy to get wrong.

Google's customer data policy says conversions related to sensitive categories can't be used for measurement in enhanced conversions. Its list includes "purchases of medical services".5 Enhanced conversions for leads depends on exactly that customer data.

The policy doesn't name plain click-ID uploads. So for clinics and other health businesses, we'd upload click IDs with generic conversion names and no customer contact details. The catch is that Google hasn't said where "medical services" starts.5 A physio clinic and a cosmetic med spa may not be treated the same, and that's a question for Google and your privacy lead.

A broken upload can run for a month

Google grades the data it receives. Its offline diagnostics show "No recent data" after 28 days without events, and keep only the last seven days or seven uploads of history.8 Rows you never sent don't appear anywhere.

We recommend three habits. Upload at least daily, as Google asks.7 Count the sales that carried a click ID and compare that with what was sent, every day. And upload the outcome you'd pay for, such as a completed visit or a kept order, so cancellations never need removing.

How this shapes our work

  • Bridge sends offline conversions through the Data Manager API from the start.
  • Uploads use click IDs and generic conversion names, with no customer contact details for health businesses.
  • Bridge counts what Google can't see: sales that carried a click ID but were never sent, and days with no upload.
  • We bid on the outcome that makes money, and keep bookings or leads as secondary signals.

Questions

Do I have to move to the Data Manager API?

If your integration was already uploading before mid-2026, Google kept its access for now. Anything new has to use the Data Manager API.1

Is a click-ID upload still worth doing?

Yes. Google calls it legacy, but it still works, and for health businesses it avoids sending customer contact details.

How often should uploads run?

At least daily, which is what Google asks for.7 Daily uploads also make a broken feed visible within a day.
